Presumably, there is a list of all those who are signed on to this TEECH
listserver and that would be an appropriate list for the NSF and Dr. Hamner.
Participation should not be the criterion, since many "lurkers" simply didn't
have the time (as we have learned in recent communiques) to participate (or feel
the necessity to clutter the e-waves with redundant stuff).
