My understanding from Judi Harris at the University of Texas, who has
done extensive work in this area, is that research says that a
face-to-face is essential initially to building an electronic community.

I am part of the Tenet Master Trainers Group for the State of Texas and
we have a yearly 2 day F2F and every couple of months we go to our
Regional Service Center and via TETN we "meet" over distance learning
equipment. Our discussions are rich, and we really view each other as
valued resources.

I am hoping to try an electronic community pilot this year with New
Teachers and their mentors. We'll see how that goes.
